Regulations of the Committee for Prehistoric and Protohistoric Sciences
enacted during plenary meeting of the Committtee
in 29.09.2020 (resolution No 4/2020)
§ 1
The Regulations of the Committee for Prehistoric and Protohistoric Sciences (further as Committee) was enacted in plenary meeting of the Committee in 29.09.2020 and have been approved by Prof. W. Filipowicz, the Vice-President of the Polish Academy of Sciences, in 13.10.2020. The Committee acts at the Faculty I of the Polish Academy of Sciences.
§ 2
The range of activity of the Committee is the discipline of archaeology and other scientific disciplines working with it. The Committee is a self-governing representation of the discipline of archaeology for integrating scientists from all over the country.
§ 3
The Committee's tasks - in addition to the tasks indicated in Article 36 of the Act 1 of 30 April 2010 on the Polish Academy of Sciences – is taking all measures to develop the scientific discipline represented by the Committee and making use of their achievements for the good of the country, in particular:
1. Analysing and evaluating the state of science and and speaking on the scientific policy of the Polish State, in particular the directions of development and research priorities in the scientific disciplines concerned represented in the Committee;
2. Cooperation with government bodies, in particular the Ministry of Science and Higher Education, Ministry of Natonal Education, Ministry of Culture and National Heritage, General Council for Science and Higher Education, Polish Accreditation Commission and Scientific Excellence Council - in cases concerning the assessment of state, level, research priorities and directions of development of archaeology.
3. Initiating research, establishment and development of scientific institutions in the disciplines represented in the Committee and evaluation of research programmes and the scope of action of scientific institutions at the request of the supervising authorities of these institutions and the authorities of the Polish Academy of Sciences.
4. Cooperation in disseminating research and research results and introduction into social and economic practice of the results of archaeological research, organising, inter alia, scientific discussions and conferences for this purpose.
5. Development, on behalf of government bodies, authorities of the Polish Academy of Sciences and on its own initiative, of expertise and scientific advice and providing scientific opinions on matters falling within the committee's scope and issues of particular importance in the socio-economic and cultural development of the country.
6. Evaluation and comment on the level and needs of scientific publications in the field of sciences represented on the Committee and conducting publishing activities.
7. Analysis and evaluation of learning programmes, commenting on the training of researchers, carrying out activities activating participation in the scientific life of the country and ensuring the development of young scientific staff in the fields covered by the areas covered by the Committee's activities.
8. Initiating and conducting cooperation with international and foreign scientific organizations and centres and to act, in accordance with the Resolution of the Presidium of the Polish Academy of Sciences, as a national committee for cooperation with international scientific organisations in the disciplines represented by the Committee.
9. Establishment of national sections of international scientific unions and associations.
10. Opinion of candidates for correspondent members of the Polish Academy of Sciences in the field of disciplines represented by the Committee.
11. Submission and opinion of applications for scientific prizes in the field of disciplines represented by the Committee, including the awarding, on its own initiative, of the Scientific Laurel of the Committee of Pre- and Protohistoric Sciences.
12. Cooperation with specialized scientific societies in the field of disciplines represented by the Committee.
13. Other matters, commissioned by the authorities of the Polish Academy of Sciences or undertaken on the initiative of the Committee.
§ 4
1. The Committeee consists of independent scientists (professors and habilitated doctors) in the field of disciplines represented by the Committee, elected by the scientific community, in accordance with the Regulations for the election of members and bodies of scientific committees, constituting an appendix to the Resolution of the Presidium of the Polish Academy of Sciences No 50/2019 of 17.09.2019, changed by the Resolution No 20/2020 of the Presidium of the Polish Academy of Sciences of 19.05.2020, the uniform text of which is attached to the Resolution No 21/2020 of the Presidium of the Polish Academy of Sciences of 19.05.2020 (further: „Regulations for the election of members and bodies of scientific committees”).
2. The Committeee consists also of national members of the Polish Academy of Sciences in relevant specialties and members of Academy of Young Scientists, applying for participation in the work of the Committee or invited to participate in the work of the Committee, representatives of specialized scientific societies and honorary chairman of the Committee and honorary members of the Committee appointed in accordance with § 5 sec. 3 and 4 of these Regulations and taking into account § 1 sec. 3-5 i 9-10 of the Regulations for the election of members and bodies of scientific committees.
3. The Committee may appoint specilists in the field of scientific, economic and social life as its members; they have full membership status in the Committee.
§ 5
1. The procedure for the election of the members of the Committee and its bodies shall be laid down in the Regulations for the election of members and bodies of scientific committees.
2. The members of the Committee shall be appointed by the Dean of the Faculty I.
3. Only one honorary chairman may be appointed to the Committee. The Honorary Chairman shall attend the plenary meetings of the Committee without a voting vote.
4. At the request of the plenary meeting of the Committee, accepted by the Dean of the Faculty I of the Polish Academy of Sciences, the plenary meeting of the Committee may, in recognition of the merits contributed to the management of the work and achievements of the Committee, appoint an honorary chairman of the Committee.
5. The honorary chairman of the Committee of Pre- and Protohistoric Sciences may be a person with special merit for the development of scientific discipline archaeology and deserved for the Committee as Chairman for at least two terms.
6. The dignity of the Honorary Chairman of the Committee shall be vested for life.
7. The resolution of the plenary meeting concerning the election of a candidate for honorary chairman shall be adopted by simple majority, in the presence of at least half of the members of the Committee.
8. Honorary members of the Committee and honorary chairman of the Committee, elected on the basis of the existing rules, shall retain their status.
§ 6
1. The committee's bodies shall be:
- Chairman of the Committee;
- Presidium of the Committee.
2. Meetings of the Presidium of the Committee and plenary meetings are held in Warsaw or other locations in Poland - at the invitation of universities /faculties or institutes of the Polish Academy of Sciences.
§ 7
1. The Chairman of the Committee shall convene meetings of the Presidium of the Committee (at least four times in a year) and plenary meetings (not less than twice a year) and presides over these meetings; in addition, he directs the day-to-day work of the Committee and represents the Committee outside. In the absence of the Chairman, he shall be replaced by the Vice-chairman of the Committee, as designated by him or, if it is not possible to designate him, by the Dean of the Faculty I.
2. The Presidium of the Committee it can also carry out its work through the use of electronic forms (tools and techniques) (for example e-mail, video conference, etc.). In special situations, after agreement with the Dean of the Faculty, it is permitted to hold a meeting of the Committee through ICT tools and voting using the electoral system of the Polish Academy of Sciences. After the meeting, it is necessary to forward the protocol of the meeting to the Faculty.
3. The Chairman of the Committee shall convene plenary meetings of the Committee (and meeting of the Presidium of the Committee) by notifying the members of the Committee (of the Presidium of the Committee) and the persons concerned outside the Committee in electronic or paper form by sending an invitation, together with the programme and materials, at least 2 weeks before the meeting.
4. Where justified, meetings of the Presidium of the Committee may be convened ad hoc by notifying all its members in electronic form.
§ 8
1. In the Presidium of the Committee are:
1) the chairman,
2) the vice-chairman ora vice-chairmans (not more than two),
3) membres elected by the plenary meeting of the Committee (not more than three persons).
2. The Presidium of the Committee may elect one of its members as secretary of the Committee.
3. The Presidium of the Committee may be elected and appointed, in accordance with paragraphs 4, 5 and 6, only persons who are members of the Committee for a given term of office.
4. The Chairman of the Committee, elected at the first plenary meeting of the Committee in the new term of office, shall be appointed by the Presidium of the Polish Academy of Sciences, upon presentation of a proposal by the Dean of the Faculty.
5. The vice-chairman, secretary and members of the Presidium of the Committee - elected at the plenary meeting of the Committee - shall be appointed by the Dean of the Faculty.
6. Meetings of the Bureau of the Committee may be attended by, without a vote, the honorary chairman or honorary members of the Committee, or by the chairman of commissions, sections or teams of the Committee (if the Committee has set up such bodies) and editors-in-chief of the Committee's publications and representatives of specialised scientific societies. A plenary meeting of the Committee shall decide on this matter and make choices.
§ 9
1. The tasks of the Presidium of the Committee shall be to direct the work of the Committee, to prepare draft resolutions, to adopt resolutions on all matters relevant to the functioning of the Committee and the performance of its tasks, preparation of work plans and reports on the Committee's activities, implementation of plenary meeting’s resolutions and decision-making on matters referred to by the plenary meeting of the Committee, by the Faculty or by the Presidium of the Polish Academy of Sciences, unless those decisions require the consent of the plenary meeting of the Committee.
2. For the validity of resolutions of the Presidium of the Committee, a simple majority of votes shall be required in the presence of at least half of its members. In the event of an equal number of votes, the vote of the chairman of the meeting shall decide.
§ 10
1. Plenary meetings of the Committee shall take place where necessary, but at least twice a year.
2. For the validity of resolutions of the collegial bodies of the Committee, a simple majority of votes shall be required, with at least half of the total number of members of the body concerned. If the number of votes is equal, the vote of the chairman shall decide.
§ 11
1. For the performance of the statutory tasks of the Committee and those set out in § 3, the plenary meeting of the Committee may create, by resolution in accordance with § 5 paragraphs 6-9 of the with the Regulations for the election of members and bodies of scientific committees, internal organizational units: commissions, sections and teams. The Dean of the Faculty may make comments or objections to the resolution on the establishment of commissions, sections ora teams (so-called internal organisational units).
2. Members of commissions, sections and teams shall be elected by resolution by a plenary meeting of the Committee. The head of the commissions, sections or teams, his deputies or deputy and the secretary shall, if their appointment is justified, appoint the Dean of the Division.
3. A commission or section of the Committee may also be composed of persons who are not members of the Committee, provided that the members of the section and commission may be the members of the Committee only.
4. National sections of international scientific unions and associations may act as commissions or sections of the Committee. Their appointment takes place on the basis of the principles set out in the Act on the Polish Academy of Sciences and in the Statute of the Polish Academy of Sciences.
§ 12
A change in the Regulations shall be amended by a resolution adopted by the plenary meeting of the Committee.
